IRS ADMITS HAVING STING VIDEOTAPE
CONCERNING ILLEGAL LEAK OF IRS/SCIENTOLOGY CLOSING AGREEMENT
TO WALL STREET JOURNAL


Agents of the Internal Revenue Service (IRS) reportedly have
admitted to having in their possession a secretly made videotape
of former Republican National Committee media executive Lisa Jan
Precious in an interview about the once secret IRS/Scientology
Closing Agreement being leaked to the Wall Street Journal.

A source who asked not to be named has confirmed to Public
Research Foundation (PRF) that Precious was told to come in for
questioning by IRS agents on the matter. According to the source,
IRS told Precious that they had in their possession a secretly
made videotape of an interview with her that they claimed linked
her to the illegal leak of the IRS/Scientology Closing Agreement,
which was published in WSJ on New Years Day 1998.

In another surprising development, PRF has also learned that
prior to the WSJ leak -- in late 1997 -- it was Precious and her
literary agent from New York, Richard Barber, who had taken an
Executive Briefing to the head of the Joint Committee on Taxation
at the time, Senator William V. Roth, Jr. The briefing was to
submit evidence to Roth that a former Assistant Commissioner of
IRS, Meade Emory, had been heavily, if secretly, involved in
setting up the most important Scientology corporations, which
then had been granted exemption by IRS.

At the time she visited Roth, Precious was in litigation against
three of those top Scientology corporations set up by Emory.

According to our sources, Roth's top aide, Bill Nixon, received
the report at a time when Roth was away from Washington for
holidays. Nixon told Precious and her agent that Roth would be
notified immediately, and for them to keep the matter quiet while
his office investigated.

Instead of an investigation on Emory, though, the next event was
the sudden and surprising unsourced publication of the formerly
secret IRS/Scientology Closing Agreement in WSJ.

Although the content and source of the secretly made video that
IRS has is unknown, sources speculate that it can only have been
made by Scientology's Office of Special Affairs (OSA), who
themselves had called Precious in for questioning after the
Closing Agreement leak. Around the same time Precious suddenly
dropped out of litigation against the Scientology corporations
that Meade Emory had set up.

Sources tell PRF that not long after her meeting with OSA,
Precious got the call from IRS telling her they had a secretly
made video of her, that she was implicated in the Closing
Agreement leak, and that she was to come in for questioning.
Reportedly Precious retained an attorney.

Precious worked for the 1980 Republican National Convention as
assistant to the producer and has also worked with KTTV and KMPC
in Los Angeles, and 20th Century Fox.

PRF had first revealed the Meade Emory/Scientology connection in
a 1997 press release, "HIDDEN TIES BETWEEN IRS AND SCIENTOLOGY
REVEALED." That press release had been with Elizabeth MacDonald,
a reporter for WSJ at the time (now with Forbes) when the Closing
Agreement was leaked. According to our sources, that press
release was also the foundation of the Executive Briefing that
had been delivered to Nixon and Roth.

More evidence has now come to light revealing that IRS's Howard
M. Schoenfeld, the official who chaired the IRS work group that
had been specifically created by IRS for the Scientology
negotiations, had worked closely with Meade Emory at the
Assistant Commissioner level of IRS in 1976. Schoenfeld, going
against normal IRS procedures, ordered IRS tax analysts assigned
to the Scientology submissions not to investigate certain aspects
of the Emory created Scientology corporations prior to his work
group granting exemptions in the then secret Closing Agreement.

PRF also reported in a 2000 press release ("STUDY FINDS EXECUTIVE
AND JUDICIAL BRANCHES CONSPIRED TO CONTROL RELIGIOUS WORKS FOR
MILITARY INTELLIGENCE PURPOSES") that an Executive Briefing had
been delivered to Roth, but only now with the report of the IRS
videotape have the identities of the people involved been
revealed.
