||Why the Government Took Out the Guardian Office
The Church of Spiritual Technology (CST), current owner of trademarks and all copyrights of Scientology, could never have come into being as long as the Guardian Office (GO)--created by L. Ron Hubbard and headed by his wife, Mary Sue Hubbard--was in place. There were many reasons, documented in our chronological Documents index.
"IRS and so forth over in Washington [were] trying to seize Scientology in the United States, and I had to tell them no. And I told them no. And they're told for the moment."

In the first place, the intellectual property that CST now owns was resident inside HCO, a division of the Church of Scientology of California (CSC), which was itself owned by HASI, Inc. This chart below is repeated in another article on our site, "How the IRS Runs Scientology," but it bears repeating here for a better understanding:
As you can see by the chart on the left, the Guardian Office stood as--well, as guardian over CSC and the intellectual property that had been permanently assigned to HCO by L. Ron Hubbard in 1958.
It took an intricate and convoluted series of covert steps perpetrated by non-Scientologist tax attorneys and IRS operatives Norton S. Karno, the Lenske brothers, and their accomplices to get the trademarks and copyrights out of HCO and back into the estate of "L. Ron Hubbard." Those plotting, methodical, and surreptitious steps are detailed as trademark and copyright transactions between 1970 and 1979 in our chronological Documents index, and won't all be repeated here. But it was all part of a scheme devised by Meade Emory, then Legislation Counsel to the Joint Committe on Taxation, and IRS, with the sole intention of having the intellectual property later transferred from the estate into "Author's Family Trust-B," and from there to CST, by order of IRS. And that is exactly what happened.
But a vital part of the plan was the the three-step removal of HASI, Inc. (the ultimate owner of the intellectual property, as the parent corporation), the Guardian Office, and Mary Sue Hubbard.
The Guardian Office had to go because it was the protector of the other organizations, handling all litigation and legal matters, including the intellectual property legal matters.
Mary Sue Hubbard was a double threat: not only was she Controller and "Commodore's Staff Guardian" (CS-G)--both roles making her the top executive of the Guardian Office--equally important was the fact that she stood in line to inherit L. Ron Hubbard's estate. And inheriting Hubbard's estate is how CST came into possession of the intellectual property it owns. In her position both as Controller over the very powerful Guardian Office, and as the wife and rightful heir of L. Ron Hubbard, she and the Guardian Office were a terrible inconvenience to IRS's plans to get control of the copyrights and trademarks through its non-Scientologist tax attorneys that IRS and Meade Emory were going to set up as "Special Directors" for life at CST, and thereby gain control over all of Scientology. Which is exactly what they did.
First to go was HASI, Inc., quietly allowed to perish as a corporation in 1977 by Stephen and Sherman Lenske, shortly after IRS inside-operative Norton S. Karno had brought them in and turned over to them the "handling" of L. Ron Hubbard's "business interest."
Within two months the Guardian Office was raided on both coasts by the FBI. The only story that has ever been told about why the government raided the GO was a government-written "Stipulation of Evidence" that is full of more holes than the wall at the St. Valentine's Day massacre, and was never allowed to go before a jury. (A thorough and very long analysis of it, and other related matters, is available on the web through this link.) Perhaps we are finally able to tell the other story.
And the above, if not enough, still isn't all:
But it went much farther than that. The federal government, right up to and including the President of the United States, also had a secret they were trying to keep Mary Sue Hubbard and the Guardian Office from finding out: they had three CIA operatives--Hal Puthoff, Ingo Swann, and Pat Price--who had infiltrated Scientology in the late '60s, stolen the secret upper "OT Levels" of Scientology, and were using them on contract with CIA to train in-house CIA and DIA "remote viewers." The Guardian Office only knew that something odd going on and were using the Freedom of Information Act to find out what it was.
Below then, in brief, and as a coda to this report, is the only possible clue we have found as any indication of why the federal government might have wanted so desperately to get control of Scientology in the first place, and why they might have gone to such incredible lengths to accomplish it. And though we have no way to prove that is the reason, we can report, as supported by a document from one of CST's own submissions to IRS for approval, that CST spent over six million dollars in one year (and are estimated at having spent over a hundred million) on titanium vaults in remote areas of the United States, where they have buried the original works of L. Ron Hubbard.

CIA Office of Technical Service Contract 8473 is issued. It is marked CONFIDENTIAL. It is a $50,000 research contract with " the physicists at SRI."
That includes former NSA employee, now Scientology OT VII, Hal Puthoff, but the contract also allows for the hiring of two other Scientology OTs, Ingo Swann and Pat Price. The contract is for an " expanded effort in parapsychology."
A CIA agent, "Ken Kress," is assigned as the CIA " Project Officer"
for the contract. [NOTE: The program is greatly expanded over the ensuing years, split between CIA and DIA, and is managed under the auspices of the Joint Chiefs of Staff.]
